POTENSI KONSERVASI PENYU PANTAI WATU KLOTOK SEBAGAI DAYA TARIK WISATA DI KABUPATEN KLUNGKUNG

Abstrak
Penyu merupakan salah satu hewan yang dilindungi karena keberadaannya yang sudah terancam punah. Pelestarian, kebijaksanaan pembangunan dan pemanfaatan sumber daya alam, sesuai dengan Keputusan Presiden No. 32 Tahun 1990 tentang Pengelolaan Kawasan Hutan Lindung, menetapkan kawasan lindung (konservasi) merupakan kawasan yang ditetapkan dengan fungsi utama melindungi kelestarian Lingkungan Hidup. Konservasi penyu di Bali sudah menyebar di beberapa titik lokasi salah satunya konservasi penyu di Pantai Watu Klotok. Konservasi penyu ini merupakan konservasi pertama di Bali Timur terletak di Kabupaten Klungkung tepatnya di Pantai Watu Klotok. Pantai Klotok dan sekitarnya merupakan salah satu tempat favorit bagi para penyu untuk bertelur, terbukti dengan ditemukannya ribuan telur di sekitar Pantai Klotok. Konservasi ini sudah berdiri dari tahun 2020, keadaan konservasi ini masih sederhana. Adanya konservasi penyu di Pantai Watu Klotok tentu memberikan manfaat bagi masyarakat maupun pengunjung yang datang, namun dari tahun tersebut masih banyak masyarakat yang belum mengetahui adanya konservasi ini, padahal jika dilihat dari potensi yang ada, konservasi ini menarik untuk dikunjungi. Untuk mencapai tujuan pengembangan pariwisata, potensi yang ada harus bisa diperkenalkan luas sehingga menarik wisatawan. Penelitian Potensi Konservasi Penyu Pantai Watu Klotok Sebagai Daya Tarik Wisata di Kabupaten Klungkung membahas tiga permasalahan, yaitu potensi konservasi penyu, persepsi masyarakat dan pengembangan konservasi penyu sebagai daya tarik wisata di Kabupaten
Klungkung.
Permasalahan di atas dikaji dengan teori pengembangan destinasi 10A dan
teori persepsi. Dalam memperoleh data menggunakan beberapa metode: metode observasi, wawancara berupa accidental sampling dan purposive sampling, studi kepustakaan dan dokumentasi dan kuesioner. Analisis yang digunakan, yaitu, analisis deskriptif kualitatif.
Hasil penelitian ini menunjukkan bahwa potensi yang ada di konservasi penyu dengan beragam atraksi wisata alam, buatan dan budaya seperti melihat penyu bertelur, adanya panorama matahari terbenam, berkunjung ke Pura Watu Klotok, tempat palukatan, serta konservasi penyu itu sendiri. Persepsi masyarakat mengenai konservasi penyu sebagai daya tarik wisata di Kabupaten Klungkung sangat bagus dan berdampak positif selain bagi habitat penyu, namun bermanfaat juga bagi pengunjung yang datang maupun masyarakat sekitar seperti para Pedagang di Pantai Watu Klotok. Pengembangan konservasi penyu sebagai daya tarik wisata di Kabupaten Klungkung masih sederhana dan ada beberapa fasilitas yang belum ada atau kurang memadai. Pengembangan konservasi penyu sebagai daya tarik wisata di Kabupaten Klungkung harus didukung oleh pemerintah daerah maupun masyarakat sekitar, sehingga nantinya konservasi penyu Pantai Watu Klotok bisa lebih dikenal dan dikunjungi oleh masyarakat luas.

Abstract
Sea turtles are protected animals because they are endangered. Preservation, development policies and utilization of natural resources, in accordance with Presidential Decree no. 32 of 1990 concerning Management of Protected Forest Areas, stipulates that protected areas (conservation) are areas designated with the main function of protecting the environment. Turtle conservation in Bali has spread to several locations, one of which is turtle conservation at Watu Klotok Beach. This turtle conservation is the first conservation in East Bali located in Klungkung Regency, precisely at Watu Klotok Beach. Klotok Beach and its surroundings are one of the favorite places for turtles to lay their eggs, as evidenced by the discovery of thousands of eggs around Klotok Beach. This conservation has been est ablished since 2020, the state of this conservation is still simple. The existence of turtle conservation at Watu Klotok Beach certainly provides benefits for the community and visitors who come, but since that year there are still many people who do not know about this conservation, even though judging from the existing potential, this conservation is interesting to visit. To achieve the goal of tourism development, the existing potential must be widely introduced so as to attract tourists. Research on the Potential of Turtle Conservation at Watu Klotok Beach as a Tourist Attraction in Klungkung Regency discusses three issues, namely the potential for turtle conservation, public perception and the development of turtle conservation as a tourist attraction in Klungkung Regency.
The problems above are studied with the 10A destination development theory and perception theory. In obtaining data using several methods: observation method, interviews in the form of accidental sampling and purposive sampling, literature and documentation studies and questionnaires. The analysis used, namely, qualitative descriptive analysis.
The results of this study indicate that the potential exists in turtle conservation with a variety of natural, man-made and cultural tourist attractions such as watching turtles lay their eggs, having panoramic sunsets, visiting Watu Klotok Temple, the Palukatan site, and turtle conservation itself. The public's perception of turtle conservation as a tourist attraction in Klungkung Regency is very good and has a positive impact not only for turtle habitat, but also for visitors who come and the surrounding community such as traders at Watu Klotok Beach. The development of turtle conservation as a tourist attraction in Klungkung Regency is still simple and there are several facilities that do not yet exist or are inadequate. The development of turtle conservation as a tourist attraction in Klungkung Regency must be supported by the regional government and the surrounding community, so that later the turtle conservation at Watu Klotok Beach can be better known and visited by the wider community.
