This current study aimed at developing an English story book based on Balinese
cultural values as a character education literacy material student of SD Negeri 5
Ketewel Gianyar. This study was a research and development study. In doing the
study, the ADDIE by Branch (2009) was adopted. The ADDIE process consists of
five steps namely 1) need analysis, 2) design, 3) development, 4) implementation,
and 5) evaluation. The study found that story book in SD Negeri 5 Ketewel Gianyar
was very limited. The result of this study found that there were five steps in
developing the story book. Those were analysis, design, development,
implementation and evaluation. From the result of development, a story book was
developed and the story that was written is Siap Selem. In the story of Siap Selem,
there are two values that can be learnt such as discipline and independent. Those
two values can be learnt from I Doglagan when he was left by his mother. The result
of quality judgment by using expert judges confirmed that the mean score of quality
of the book is 4.86 which indicates a very good quality of storybook.
